The guidelines strictly prohibit recording in places where an expectation of privacy is reasonable, such as bathrooms or hospitals, unless an immediate threat to life or safety is present. Moreover, sensitive interactions such as during the collection of sexual assault evidence or encounters with undercover officers or informants are exempted.

The policy also emphasizes that the body cameras are intended for official use only, not for personal or other non-official purposes. Crucially, under no circumstances can officers edit, alter, erase, duplicate, copy, share, or distribute in any manner the recorded data. Only authorized personnel can access the stored data, and invariably an audit trail documents every access.

The significance of the Baltimore PD's body camera initiative is undeniable. It aligns with a broader, nationwide shift towards increased transparency and accountability amidst heightened public scrutiny following several high-profile incidents of police misconduct.
