Some states and privacy advocates caution against the "Big Brother" implications of always-on surveillance, contending that it could impinge upon the privacy rights of both officers and the general public.

In West Virginia, authorities share reservations on the impact of statewide body camera policies on individual privacy. Law enforcement agencies in the state believe that, without proper privacy guidelines, body cameras might indeed generate new privacy concerns over continuous surveillance, storage and accessibility of recorded data.
