Regardless of where you stand on the political spectrum, one thing is clear – we live in contentious times. Among the countless topics sparking debate is law enforcement's use of police body cameras. It's a technology that's changed the field of policing in the United States dramatically. With the potential to improve transparency and accountability, it has been well-embraced across various precincts, however, its inception and evolution is just as fascinating.
The first mention of body camera technology dates back to the 1960s when the concept was introduced in celluloid films. However, it was not until the 1980s when portable video cameras became plausible, that law enforcement began considering integrating this technology into policing efforts. It was in 2005 that Taser International (now Axon Enterprise), an organization known for their eponymous law enforcement tool, introduced their first-edition body camera, however, the technology did not gain traction until much later.
Body cameras gained traction when a series of high-profile incidents occurred across America. The most notable was the 2014 shooting of Michael Brown, an unarmed black teenager, by a white police officer in Ferguson, Missouri. The incident, along with others like the chokehold death of Eric Garner in New York, led to nationwide protests and galvanized demand for police body cameras to ensure transparency and accountability.
Soon after, in December of that same year, then-President Barack Obama announced a three-year, $75 million initiative aimed to expand the use of body-worn cameras and improve training in local police departments across the country. This marked a significant turning point, as many departments begin piloting and eventually implementing body cameras.
Laws demanding the use of body cameras were initially limited but began expanding after 2014. Places like New York, Chicago, Los Angeles, Houston, and Philadelphia, represent a small fraction of the departments that made significant forensic investments to get these programs off the ground. These big cities highlight a more significant trend, that body cameras were becoming mainstream in policing.
Nowadays, it's not uncommon to see about half of general-purpose law enforcement agencies utilizing body cameras. According to data from the Bureau of Justice Statistics, as of 2016, 47% of the 15,328 general-purpose law enforcement agencies in the United States, more than 7,000, have body-worn cameras.
While body cameras are embraced by many as an effective tool for law enforcement accountability, they're not without criticism. Concerns surrounding privacy infringements, controlled access and the use of facial recognition software have been raised. However, they do not overshadow the significant impact that body cameras have had on policing in America.
The use of body cameras is a significant advancement in the law enforcement community, and it continues to shape how police services are delivered. The cameras serve many functions, and while there are boundaries that need to be explored further, the presence of such a tool cannot be underestimated or ignored.
The road to where body-worn cameras are now wasn't simple or straightforward〞it's been a journey filled with challenges, triumphs, and sincere reflection. The story will undoubtedly continue as technologies improve and societies evolve. Demands for transparency, accountability, and trust drive the narrative. As it stands now, body-worn cameras are an integral component of our national conversation and reality of policing in the United States.
