The Evolution of Transparency: When Did Law Enforcement Start Using Body Cameras?

These prototype models were generally oversized and deemed impractical. It wasn't until 2005 that Steve Ward, a former SWAT team member, laid the foundation for modern body cameras by launching the company VIEVU. The UK started trials as early as 2007 and adopted cameras full-time in 2014, particularly in the London Metropolitan Police Service, which has the most extensive body camera deployment outside the USA. Similarly, Canada initiated its pilot projects for body cameras in 2013, followed by Australia in the same year.

While body cameras have indeed promoted transparency and accountability, the technology does not exist without its share of controversies and criticism. Privacy issues, data management, and potential misuse are among the leading concerns surrounding this technology.

These devices have also generated an intense debate about when and where they should be used, who should have access to the footage, how long it should be stored, what should constitute acceptable use, whether their usage affects public trust, and a multitude of other miscellaneous considerations. The answers to these are continually evolving, and the policies vary considerably from one jurisdiction to another.

Also, it is pertinent to take into account the substantial financial commitment these small devices entail. From device procurement to maintenance, data storage, and retrieval - the costs are considerable. In certain instances, these costs have even impeded the full integration of body cameras.

While body cameras are far from being a panacea, they are indeed a step forward. They have played a crucial role in moderating conduct, boosting officer's professionalism, providing valuable evidence, delivering training material, and augmenting community trust.
