The American Civil Liberties Union (ACLU) posits that in order for this technology to protect civilians' rights, compulsory police regulations and independent oversight are paramount. They believe any body camera policy should, at minimum, have strict guidelines for when cameras should be activated, ensure footage is not manipulated or tampered with, and guarantee civilians' access to this footage.

Funding the Lens of Justice

One potential roadblock to universal adoption of body cams is the associated cost. Purchasing the cameras alone can be an enormous expense for some departments, let alone the cost of data storage, retrieval, and redaction services. Despite this, the benefits of body cams in ensuring accountability and preserving the integrity of the law often outweigh these financial considerations.

The U.S. Department of Justice launched a Body-Worn Camera Policy and Implementation Program to assist with these issues. It provides grants to small and medium-sized police departments to help them purchase and implement body cameras.

Beyond Body Cameras

While body cameras are valuable tools, they're not the be-all, end-all solution to police accountability. A camera can only record what it＊s pointed at, and only when it＊s turned on. And the person behind the camera has the power to control these parameters.

Body cameras are just one piece of the bigger puzzle of police reform. They need to work in conjunction with robust police policies, comprehensive officer training, and stringent serious incident protocols. The road to total police accountability is laden with hurdles, but with the right resources, society can take strides towards that goal.

In spite of the varying degrees of implementation and regulation, it is evident that California, home to some of the largest police departments in the nation, has, in many instances, placed a priority on transparency and accountability with the use of body cameras.
