The Dawn of Accountability: The First Police Departments to Use Body Cameras

The Rialto Police Department in California stands as one of the trailblazers when it comes to adopting this technology. In 2012, under the leadership of then Chief of Police, Tony Farrar, the department initiated a controlled study to examine the impacts and potential benefits of body-worn camera technology. The results? A significant drop in complaints against officers and use of force incidents, Rialto's experiment paved the way for other police departments to take note and follow suit.

The Rialto Experiment

In February 2012, the experiment started in Rialto with a simple hypothesis: Would the cameras result in fewer complaints against officers? Would it lead to less frequent use of force by officers? The answer, by the end, was a resounding yes. Over the course of a year, every police interaction was recorded, leading to an 88% reduction in complaints and a 60% reduction in use of force incidents.

Spreading the Trend

As word of Rialto*s successful experiment spread, police departments across the nation started exploring the potential use of body cameras. Phoenix Police Department began piloting the use of body cams in 2013 while Los Angeles Police Department began testing the devices in January 2014.

However, it wasn't until the fatal shooting of Michael Brown in Ferguson, Missouri, that the national conversation around body cameras truly ignited. In response to the incident and the public outcry for enhanced accountability and transparency in policing, the Department of Justice stepped in to incentivize the use of body cameras.

The Department of Justice (DOJ) and Body Cameras

Following the events in Ferguson, the DOJ launched the Body-Worn Camera Policy and Implementation Program to provide funding to law enforcement agencies looking to implement body-worn camera programs. From 2015 onwards, numerous police departments, such as Chicago Police Department, NYPD and Baltimore Police Department, began implementing body cameras in their systems.

Today, according to a National Institute of Justice report, about half of the nation*s general-purpose law enforcement agencies – that*s roughly 4,000 out of approximately 8,000 agencies – have body-worn camera programs.

Impact of Body Cameras

While the use of body cameras has steadily increased, it's also sparked debates on privacy, public access to footage, and repercussions on community relations. The effectiveness of these cameras in reducing use-of-force incidents and complaints is a continuing topic of research.

However, there*s a consensus that body cameras can play an important part in police accountability and transparency. They provide an objective record of events, which can help protect both the police and the public.

In the years since that pioneering move by the Rialto Police Department, body-worn cameras have moved from being an experimental policing tool to an expected piece of equipment. As we continue to hope for a perfectly transparent and accountable policing system, we can only appreciate how far we've come since Rialto's ground-breaking experiment.
