Now, can these medical observations be disclosed to the police without patient consent?

Returning to our scenario, if the doctors treating the patients voluntarily divulge the cause of unconsciousness to law enforcement, it might not violate HIPPA considering the law enforcement exception. The answer is not set in stone and often depends on the individual court handling the situation. Some courts might treat the medical professionals as agents of law enforcement, while others might perceive them as separate entities merely providing help, and not enacting a 'search'.
