In a bid to maximize the benefits, certain best practices have emerged in departments making use of body cameras. Policies often address critical issues such as when the cameras should be turned on, how to inform the public that they are being recorded, how long to retain footage, who should have access to it, and how to protect the privacy rights of those filmed. However, consistent implementation of these policies across different departments remains a challenge.
Today, the conversation around body cameras continues to evolve. Their use in recent high-profile incidents involving police officers has reignited debates around their effectiveness and highlighted potential areas of improvement. For instance, after the 2020 killing of George Floyd, some proposed that body cameras should be designed in a way that prevents officers from turning them off.
Against this backdrop, there is an urgent need for more research into the impacts and practical implications of body camera usage. Some initiatives like the Body-Worn Camera Policy and Implementation Program, which provides funds for police departments to purchase cameras and develop policies, are offering a useful contribution.
But as the nation grapples with tough questions around policing and justice reform, body-worn cameras are just one aspect of a much wider conversation. Indeed, they could provide a valuable tool for accountability, but they are not a cure-all. Real change requires a holistic approach, encompassing not only technological solutions but also concerted efforts towards policy change, training, and community engagement.
